The bottleneck is not technology. It is legal and operational trust. Banks do not migrate assets to blockchains because seductive statements tell them to. They migrate when legal opinion letters, risk committees, audit sign-offs, and board minutes all conclude that the migration preserves their obligations under existing law. That process is slow, resource-heavy, and does not generate on-chain state until it reaches the end.
The statement may mark an early stage of that process. Or it may mark a marketing refresh. The two possibilities are observationally distinct, and the state will tell us which.
